Essential Duties and Responsibilities
ESSENTIAL JOB FUNCTIONS:
The Executive Director of Fiscal Affairs and Administrative
Services shall perform the duties as specified in conformity with
policies established by the Alabama Community College System Board
of Trustees and the J.F. Drake State Community and Technical
College Faculty and Staff Handbook.
- Advise the President in all significant financial matters and
business operations developments at the college
- Overseeing the operations and functions of the Office of
Information Technology (IT), Facilities, Business Office, College
Bookstores, Campus Police, and Human Resources.
- Serve as Chief Financial Officer and Treasurer, ensuring
compliance with state and federal guidelines and ACCS Fiscal
Procedures
- Oversee and coordinate all financial functions to include
budget preparation, financial reporting, general accounting,
audits, purchasing, receivables, payables, payroll, and inventory
control.
- Ensuring compliance with all provisions of OMB Circulars A-133,
A-21 and other related directives applicable to the administration
of public and federal funds and property.
- Preparing various analyses, reports, policy statements, or
other financial related documents as requested by the
President.
- Responsible for the preparation of all reports related to the
accounting records, grants, and information requested by various
state, federal or other regulatory agencies.
- Designing, soliciting and awarding competitive bids and public
works contracts in accordance with statutory requirements of Code
of Alabama, 1975.
- Manage the purchase and sale of all college properties in
accordance with the competitive bid law
- Coordinate the inventory system for the college and review
internal inventory and accounting procedures for compliance with
general accepted business practices for colleges and universities
(NACUBO)
- Investing and reinvesting funds of the College in accordance
with applicable state and federal restrictions or other
restrictions imposed by donors or grantors of funds and in
conjunction with policies and directives established by the
President.
- Direct and coordinate with internal and external auditors,
financial planners and consultants regarding appropriate financial
management and budgetary practices and procedures
- Supervise all the financial reporting of renovations and
capital improvements
- Coordinating periodic staff meetings as necessary to discuss
new developments related to the operations and policy changes of
the Office of Information Technology (IT), Facilities, Business
Office, College Bookstores, Campus Police, and Human
Resources.
- Developing, implementing, evaluating and revising policies and
procedures to ensure the effective and efficient delivery of all
business services to the College and clients.
- Provide fiscal supervision for student organizations and
funds
- Provide leadership for planning and evaluation activities for
the assigned areas of responsibility
- Serve as a member of the Administrative Council and other
committees as assigned
- Establish and maintain effective working relationships with
other employees and members of the public
- Attend seminars/workshops for professional growth and
development and participate in professional organizations
- Participates fully in the institutional planning process and
assist in carrying out the overall instructional mission of the
College
- Retain and submit documentation as requested to support
accreditation efforts
- Perform other work related responsibilities as assigned by the

Qualifications
REQUIRED QUALIFICATIONS:
- Minimum of an earned Bachelor s degree in Accounting from a
regionally accredited institution
- Five (5) years of full-time experience in supervising staff to
include the evaluation of personnel
- Extensive knowledge of the principles, theories and practices
of accounting, auditing, budgeting and financial management
- Competent use of the Microsoft Office suite
- Ability to prepare and analyze budgets and complex financial
statements
- Exceptional written, verbal, analytical, organizational, and
interpersonal skills
- Ability to handle multiple tasks
- Ability to establish and maintain effective working
relationships with students, other employees, and the public
- Ability to maintain the utmost confidentiality in dealing with
employee records and processes
- Ability to project a high degree of workplace professionalism
and congenial demeanor PREFERRED QUALIFICATIONS:
- Master s degree in Accounting from a regionally accredited
institution
- Two (2) years of full-time work experience managing a fiscal
staff for a not for profit entity
- CPA credentials
- Experience with the Ellucian Banner System
- Knowledge of the Federal Office of Management and Budgets (OMB)
regulations as applied to federal grants and contracts Desired
